So even after the new patch and DLC, the non-President AI federation members are fighting me for control of the federation fleet when I am the president. Is there a place where this bug can be reported correctly so it can be addressed? It's really annoying when trying to play the game as part of a federation instead of purging the galaxy.

Huh, it seemed like 1.5 fixed that for me at least.

Theres a bug report forum, I'd suggest you bring it up there, but I'll also give you a work around:
1. Pause game
2. Split fleet
3. Move everything from the old fleet to the new fleet
And done! You can now control the new fleet, AND if the AI forgot an admiral in there, all the better, you can run around w/ said admiral for a while.
