If your talking about designing them its on the federation screen. If you mean actually building your designs just go to any spaceport you own and they should show up, but you have to be the current president to build them.
I agree until they add more interactions for federations there isn't much point to joining one. The only time I actually joined a federation it was just to see what it was like. Spent my entire first term building a massive federal navy just for to to be repeatably downsized until when i inherited it again there were no ships left.The loss of diplomatic control associated with being in a Federation is terrible and I do not understand why meatbags ever join them![]()

The Federation mechanic is a great idea in theory, but the AI is too dumb to make correct use of it, making it useless in practice.
Until they've implemented the shared cost, I guess you could just keep an eye on the chairmanship of the federation and as soon as it goes to a smaller/poorer member give them a monthly donation of energy credits through a trade deal for 10 years.
That's great news from Wiz that they're looking into this. I had a similar problem to the OP, though not on quite the same scale because I formed my federation (now known as the 'Confederation of the Free'; fun fact) relatively early, so I couldn't afford to do much with it. Next time the presidency comes round to me, the fleet has just gone. It seems the AI as things stand just isn't scripted to care about federation fleets, which is a shame because in theory there are clear advantages to having one.
Sorry to drift off-topic a little but as the game develops I'd like to see quite a bit more made of federations. In my game there's another federation my lot are good and friendly with, so why not let's unite together and form ourselves a United Federation of Planets? Then over the longer term, let us integrate all the more and eventually move towards a single, decentralised state! Some kind of parliamentary or Moff system to manage, including the threat of secession and civil war, would be amazing.
Please also make Federal Navy on a separate pop cap, i.g. take 20 % of each member and use those percentages for the Federal Navy (or however you want to work it out)
Was going to suggest the same thing. Perhaps not that generous though.
I feel like half the cost problem is that whomever is inheriting the fleet is going to be put over their own navy cap (particularly bad for smaller Federation members) and the increased maintenance costs that come with that.
Only no wonder the poor 1 planet member of one of my federations disbanded the 30k federation fleet he inherited from me.![]()

Something else that ought to be re-worked: the upgrade button on a Federation ship upgrades the ship to a non-Federation design. So, effectively, Federation fleets can't be upgraded either.
While I haven't tested this, if you have two different builds of a ship, they will follow along that line
"Missile Model"upgrades to newer missiles if the new missile build is called "Missile Model" and the other "Laser Model" upgrades to better "Laser Model"
So if a federation model is called "Atlanta" you need to make a federation upgrade called Atlanta, otherwise it just upgrades to whatever model the game deems most powerfull.
I made one Federation design, a Destroyer. It was the only Federation design. The "upgrade" button was active - so I hit it. It upgraded the ship to one of my own destroyer designs, which is somewhat less effective since I don't have several of the technologies available to the Federation as a whole.
