If your talking about designing them its on the federation screen. If you mean actually building your designs just go to any spaceport you own and they should show up, but you have to be the current president to build them.

The loss of diplomatic control associated with being in a Federation is terrible and I do not understand why meatbags ever join them :)
I agree until they add more interactions for federations there isn't much point to joining one. The only time I actually joined a federation it was just to see what it was like. Spent my entire first term building a massive federal navy just for to to be repeatably downsized until when i inherited it again there were no ships left.

Please also make Federal Navy on a separate pop cap, i.g. take 20 % of each member and use those percentages for the Federal Navy (or however you want to work it out)

That's my point.
The Federation mechanic is a great idea in theory, but the AI is too dumb to make correct use of it, making it useless in practice.

Entering a Federation in one of my games confirmed the streams' impression.
Not only for AI's limitations but its mechanics too. If you've not the presidency turn, you're going fast forward for five years and taking a bath in the meantime.
Federations need depth on the management, events and inner politics levels.

That's great news from Wiz that they're looking into this. I had a similar problem to the OP, though not on quite the same scale because I formed my federation (now known as the 'Confederation of the Free'; fun fact) relatively early, so I couldn't afford to do much with it. Next time the presidency comes round to me, the fleet has just gone. It seems the AI as things stand just isn't scripted to care about federation fleets, which is a shame because in theory there are clear advantages to having one.

Sorry to drift off-topic a little but as the game develops I'd like to see quite a bit more made of federations. In my game there's another federation my lot are good and friendly with, so why not let's unite together and form ourselves a United Federation of Planets? Then over the longer term, let us integrate all the more and eventually move towards a single, decentralised state! Some kind of parliamentary or Moff system to manage, including the threat of secession and civil war, would be amazing.

Until they've implemented the shared cost, I guess you could just keep an eye on the chairmanship of the federation and as soon as it goes to a smaller/poorer member give them a monthly donation of energy credits through a trade deal for 10 years.

This may not even be sufficient, because of the naval force limit. Even if you can afford to pay the upkeep yourself, a smaller empire will be paying far higher upkeep due to being well over the force limit, so they may well choose to disband it anyway, as a waste of resources.

I like those ideas.

I'm just hoping that they've fixed the problem where if you try upgrading your federation fleet it will upgrade them to your ships, meaning you get all of those ships added to your navy!

I'm curious if anyone has seen if the AI creates its own ships.

Ay, I read that comment of yours on the last page. That's weird. How does that happen? I should have thought that if you've designed a Federation vessel class and named it, then later you go back and re-design that named class, hitting the upgrade button would just upgrade those vessels in that class to the latest design for that class. Is it instead upgrading them to a design under a different class name? But if that's the case, what would happen if you had more than one class of ship of the same type, e.g. several classes of Corvette-type ship - how would the game pick which design to upgrade your Federation Corvettes to?

Was going to suggest the same thing. Perhaps not that generous though.

I feel like half the cost problem is that whomever is inheriting the fleet is going to be put over their own navy cap (particularly bad for smaller Federation members) and the increased maintenance costs that come with that.

Only no wonder the poor 1 planet member of one of my federations disbanded the 30k federation fleet he inherited from me. :eek:

Yep, had this happen to me as well. I'd like to see the fed ship builder always pay the maintenance costs for any fed ships that she builds.... even when she's not controlling them.

I understand it's probably not feasible to implement, but it'd be a great way to ensure that your fed ships don't get disbanded on you.

Was going to suggest the same thing. Perhaps not that generous though.

I feel like half the cost problem is that whomever is inheriting the fleet is going to be put over their own navy cap (particularly bad for smaller Federation members) and the increased maintenance costs that come with that.

Only no wonder the poor 1 planet member of one of my federations disbanded the 30k federation fleet he inherited from me. :eek:

Well 10, 15, 20, 25 or 30 percent, it's all the same. The larger the better actually. You don't have much use for a personal navy in a Federation anyway, only "self-defense forces" to clear our alien crystals and the like.

This is something we're looking to rework with shared costs. Possibly in 1.2.

Federation fleets are a nice idea but IMO you are going to have to do quite a lot to make them work, At the very least both the energy maintenance cost and the fleet size limit implications need to be shared - it's no good if you suddenly go way over you're fleet limit every time you take a turn as president.

But even that is not enough IMO. Assuming a (shared) cost nuetral solution the advantage of a maintaining a federation fleet is marginal and situational: you can build ships using all techs known by all federation members making them (potentially) a bit stronger than any one member could design themselves . The trouble is there are too many disadvantages that weight against this:

  • It's a hassle to redesign and retrofit ships using techs you are not familiar with, not least having to remember to do it when you are president
  • When your turn as president comes around you will not be free to make immediate war declaration as you will have to redesign and retrofit the federation fleet before you do (assuming you can within five years)
  • Almost certainly when fighting a war the bigger fleet that you, the player, control the better you will do. This means that wereas the presence of a federation fleet might be an advantage when you declare was as president, it is a disadvanatage (compared to just having your own fleet up to limit) if one of your federation partners does.
  • A big one is that even if the maintenance costs are shared your share will still eat into three of your most important numbers (energy, minerals and fleet limit) and it is difficult to see this is a good deal as reduces your options on development expenditure.
  • Who decides exactly how large this federation fleet should be?
  • Who decides on it's composition?
  • Who decides when to update the ships designs and retrofit?
  • Who pays for the retrofitting anyway, and when? What happens if someone doesn't have enough minerals on hand or has more important things to do witrh them?
And so on. At the moment, and leaving aside the issue of the sudden maintenence hit and the excess fleet size penanlties you get when you are presdient, both the player (me) and my AI federation partners (you as it happens) came to exactly the same conclusion when I build a federation fleet: it's a white elephant and even though I decided to disband it asap as soon I was president again, you (in the guise of one of my partners) beat me to it and did it yourself.

IMO to make this idea fly there has to be a material advantage to building and maintaining a federation fleet as well as sorting out the various niggles involved, such as for example it was wholly or in part additional to the federation members normal fleet limits thereby materially increasing the federation's power projection. Of course if it was sufficient to be worth it that would also necessarily change the balance of the game in favour of federations.

TBH I don't envy you trying to sort this one.

Something else that ought to be re-worked: the upgrade button on a Federation ship upgrades the ship to a non-Federation design. So, effectively, Federation fleets can't be upgraded either.

While I haven't tested this, if you have two different builds of a ship, they will follow along that line
"Missile Model"upgrades to newer missiles if the new missile build is called "Missile Model" and the other "Laser Model" upgrades to better "Laser Model"

So if a federation model is called "Atlanta" you need to make a federation upgrade called Atlanta, otherwise it just upgrades to whatever model the game deems most powerfull.

I made one Federation design, a Destroyer. It was the only Federation design. The "upgrade" button was active - so I hit it. It upgraded the ship to one of my own destroyer designs, which is somewhat less effective since I don't have several of the technologies available to the Federation as a whole.

That's correct. It reverted on upgrade to one of my own ships and not a federation ship. Not what I wanted.

We talk about fleet federation, not player fleet. The game totally dont care about the design of the federation for upgrade.

Well like I said, I never tested it. I just tried Federation mode one game, built a decently sized fleet and got half back next term without any wars in the meantime and thought "screw this untested POS"
