Federation fleet management issues

If my empire is a member of a federation, I am allowed to take control of the empire fleets periodically. But it seems that I don't have the exclusive power of order. The AI empires often controls the empire fleets als well, at the same time I do. This results usually in situations like this:

me: move empire fleet x to y
ai: park empire fleet x somewhere else
me: where the fuck is that fleet? we're fighting here!

This Is annoying.

Please verify and fix.

This is already a known issue...

While waiting for a fix (which I really hope is coming with 1.5) you can work around it by saving your game, exiting and restarting the game each time you become federation president. Annoying but it works...

The Fleet Designer is an interesting issue, I certainly see the same as you but I do wonder how it should work? I mean the game is build in such a way that it doesn't revolve around the actions of a single faction whether player or AI. Maybe it would be best if only the current federation president had access to the fleet designer rather than all the federation members using it as a shared work space all the time. Currently I just leave it on auto and let the AI design the federation ships. When I am president I just build more ships and upgrade the federation fleet when necessary. Seems to be a reasonably low stress workaround until it is fixed\enhanced...
