Federation fleet designer: is it broken or am I just not doing it right?

So I've got several issues with federation fleets.

I can't use the fleet designer to add federation designs into my fleets. If I already have a federation fleet with some existing designs in it, I can increase the numbers, but I can't add them in.

I also can't retrofit, which is a huge problem because the federation fleet I inherited has about 20 different corvette designs in it.

Other empires building federation ships also seems to create huge numbers of orphan fleets each containing 0/1 corvettes.

Is there something I can do to make managing this better?

The federation fleet largely works fine... except for the fleet designer. It does not seem to work at all in conjunction with the federation fleet. You kinda have to build and design ships the old-fashioned way for the federation fleet.

The orphan fleets are the most bothersome. Why are the AIs building them? Why won't they stop? Why can't they go into their own fleet?

Not being able to build from fleet manager is annoying but can be worked around. Definitely very buggy.
