It looks to me that an obvious DLC will be Federations. Here are some ideas.

Leadership Options-
Rotation (what we have now)
Limited Election (HRE)
Full Election (Everyone votes)
Might (Strongest Fleet Leads)
Technocracy (Best Tech Leads)
Econocracy (Best Economy Leads)
Independent Leader (EU4 Pope)
Fixed (One faction leads in perpetuity)
Diarchy (Two leaders who must agree to act. The leaders may be selected using any of the above methods.)

Types of Federations (pick more than one)-
Defensive League (not required to join offensive wars)
Conquest Union (auto join offensive wars)
Non-aggression pact (members declare war on member who declares war on another member)
Trade Block (bonus to minerals and/or energy)
Information Exchange (share starcharts, sensors, bonus to research in techs already researched by other members)

Actions
Empire to Federation - another empire, or your own vassals may use this action to force you to release all separatist factions and vassals as nations and then join a Federation as co-equal members. (British Empire to British Commonwealth). A Federation may demand that members release their vassals as members of the Federation.

Federation to Empire - A Fixed leadership empire can force all members to become their direct vassals similar to HRE reforms

Split Federation - Federation Skeptics may decide to get there own ball and play somewhere else with it

Overall I think this is quite a good idea for a first expansion to the base game as it opens up a wide variety of new strategies and opportunities, as long as the AI is also capable
of taking advantage of federations when the need arises.

Fixed may as well be called Vassals, and I would think a might/economy one might just alternate between two very close nations. The independent as well would be poor mechanically because it would just be sacrificing foreign policy to the AI.

Rather than more types of federations I would want more actions within them. For example presidents should be able to make proposals that everyone gets a vote on:
- Embargos of certain empires.
- Forced Migratory/Border acceses.
- Federation Wide reaerch agreement.

Could also make war requiring a majority vote.

Could also see that if a federation was found by species primarily with one ethos (e.g. pacifist) you could force federation wide edicts (no orbital bombardments).
(Would be some combination with the UN of the Civ series). Combined with the OPs suggesion I could see it representing a wide array of organizations present in Sci Fi.

(For even more complexity regarding the voting I could see "bribing" as an option. After vote declare it happens in a year, by giving a chunk of minerals to a partner in it they agree to vote my way...)

- Presidency rotation only occurs between members with <x% of total federation power
This would keep to rotation list short and give the president an incentive to uplift planetbound species, and bring other existing minor FTL empires into the federation
I remembered i wrote that when the federation DD came out.

Basically what i want is a council sorta like the citadel in Mass Effect, you have these "founding races" who are the actual leaders (obviously with some sort of election mechanic) But joining races can be invited to join that council if they the current council is unanimously in favor of it. (or if they become to powerful to refuse)

It would encourage uplifting and make it slightly more worthwhile to be in a federation. since the current rotation mechanic makes me never want to do it. Being in a federation with 5 members means that when your term is up you'd need to wait 100 years without control of your foreign policy... no way am i gonna agree to that.

The fixed leader is meant to be a step before making everyone into direct vassals like with the HRE. Obviously, you would have trouble getting members to accept this and some kind of tricky would be required.

Federations give you way too many benefits to no have any downside. If you perpetually the leader, then everyone else may as well be a vassal or protectorate.

Yeah but locking you out of foreign policy, diplomacy, war, and trade for potentially 100+ years is too much to ever really be worth it for the player imo.

Well, this is just a shot in the dark, but i'd imagine people wouldn't be keen on letting you into their federation if you keep leaving once your term is up...

Except foreign policy, diplomacy, war, and (possibly) trade. It has been stated by the devs that in a federation ONLY the president is in control of every members "foreign policy" (i.e war declarations and diplomatic treaties)

I mean why would you be part of a federation you aren't going to be the leader in? You'd just leave.

- Protection
- Strategic access (hyper lanes and navigation)
- Defeat some bigger enemy/opposing alliance

It looks to me that an obvious DLC will be Federations. Here are some ideas.

Leadership Options-
Rotation (what we have now)
Limited Election (HRE)
Full Election (Everyone votes)
Might (Strongest Fleet Leads)
Technocracy (Best Tech Leads)
Econocracy (Best Economy Leads)
Independent Leader (EU4 Pope)
Fixed (One faction leads in perpetuity)
Diarchy (Two leaders who must agree to act. The leaders may be selected using any of the above methods.)

For the Leadership Options : It could also be solely random, like some kind of demarchy. The leader is elected from all the members randomly.

So you don't get to declare war. Big woop. Stellaris isn't about blobbing and if you are in a federation you were already playing diplomatically or under threat from a larger empire.
