Federations are desperately in need of a Federation-only navy cap right now that only applies to Federated fleets. As it is, Federation fleet eat into your regular navy cap, which means that if you get the Presidency you'll often end up going badly over budget thanks to an excess of ships. The AI suffers from the same thing, which means they usually disband all the nice shiny Federation ships you just built for the good of the Federation. A Federation-only cap would fix that and make Federated fleets actually a thing worth using from time to time.

'Course, the next step after that would be making it so that the AI has any idea how to use Federated fleets, but one thing at a time.

A little late to the party, but just wanted to say that I agree with pretty much everything suggested in this thread. Only thing I would add, along with the ideas of shared maintenance and a 5-15% donation of naval cap to the federation fleet, is that maintenance rates should probably be on a sliding scale (maybe based on total energy/mineral output, or total empire pop, or something similar) so that smaller or underdeveloped empires don't get bankrupted.

Something that might be a little immersion breaking / irritation for some people, but might also be a good idea, is to have the fed fleet auto-warp or even flat-out instantly "teleport" to the new federation president's home planet on an administration change, assuming the federation is at peace AND the fleet is not in combat at the time. This would solve potential issues that could arise with a far-flung federation, where a federation fleet gets built in one member's territory, and then can't physically reach the current president's territory or enemies. I would love this personally, but like I said, might be kind of a divisive idea.

Yeah. I know Federations are getting a bad rap from a lot of players because of the amount of time you spend not in control of foreign policy, but I'm quite fond of them -- I find working around the diplomatic restrictions to be an interesting challenge. But this is indeed the big problem with Federations. Without giving the central government its own navy cap and maintenance fund, the Federation fleet (which should be one of the really cool things about being in a Federation) is completely useless, for the reasons stated above.
