Utopia's biological ascension path is, at least in theory, great both for role playing and gameplay but in practice lack of tools makes it into very tedious micromanagement heavy gameplay. If at all possible I would highly recommend adding a tool for players to set which buildings can a specie grow/migrate to. For example, if there are four species in an empire: Natural Physicists, Natural Sociologists, Industrious and Agrarian. You could use an option in species rights to only allow these species to settle : Physics Lab,Biolab,Mining Network and Hydroponics Farm respectively. Idealy, also mod in a migration incentive for a pop that occupies a tile that its specie should not be occupying.
