It would be great, but just imagine the amount of research that would have to go into it to find out who a prospective Anarcho-Liberal leader of Siam in 1845 would have been, or who might have led Albania if it got independence in 1850.
Of course it would be a cool idea, but to justify the amount of time it would take to implement it, it would have to be a pretty central feature of the game, and I don't think the HoS should be that influential in Vicky.
But if PI has this type of info to hand, then by all means.
Regarding that research... Is it really necessary? I don't think that such extensive research went into ALL the generals you could create in V1. There were some generic names, and that was OK. nobody is saying that you wouldn't put Disraeli, just like you had gen. Lee in V1... but for some countries it really doesn't matter as it was pure fiction.
Another example, many countries had generic political parties even... It would just be called "The socialist party", or "the liberals"... Some states didn't have these parties in all their history (much less had them winning elections), but it was implemented as a counter-measure to the political complexity that DID occur in the West...
In my opinion, it was a great decision by Paradox to expand the borders of history in this regard (even if by complete fiction), and I doubt anyone would mind in the case of this proposal as well
