You don't get income from production, your export income gets shared out to your pops and then you tax some of it off them. Also, if you reduce basic pop income your pops will find it harder to meet their needs and be more militant.

You could:
- Reduce MP factory efficiency in factory-efficiency.txt
- I'd say the same here, but they are already fairly unprofitable, so if you reduce their efficiency you might want to increase their base price in resource-prices.txt
- Play VH
- Play on normal. yeah, these don't go together, but there's no way to mod this.
- Hmm. Increase reform and education costs for clerks, craftsmen and capitalists in pops.txt while reducing it for farmers and labourers. Also increase the costs to convert pops to for clerks, craftsmen and capitalists in conversion-costs.txt.

All files mentioned are in victoria\db\economy.

yeah the last idea is helpful on delaying on the science research and industrial of big countries a bit. They often have tons of useless reasearch points anyway. But reducing basic pop income (only if the AI has this advantage) and make more peole dying in battle may force players care more about their people and dont tax them 90%, which is a good thing?!

In Civilization 3 forum at Apolyton.net, they make mod to enhance single player. The idea is simple, reduce of eliminate what AI do worse than human players and not care much about "history accurate". Maybe the Vicky modder do like that!

The difference being Civ was never about historical accuracy while it is one of Vics main points.

And if you reduce pop income players have less money which means they have to tax the pops even higher.
