Good news, I think I found the problem.
It took me a while to figure it out, but basically the file is corrupted. The first line in particular doesn't really have U58 so the ministers are not saved in the savegame. I found this by opening the file with OpenOffice (don't save with it or Excel if you don't know how to handle them) which showed some weird characters right before U58. Unfortunately Notepad++ failed to display this issue.
The quick solution for me was copy-pasting the first line from U57 ministers into the U58 minister file and then obviously changing U57 in U58 in the first line. After that I was able to start a game, save and then on reload the ministers of U58 were still there.

Also, the ministers_U58.csv file is missing an empty line at the end of the file, this would prevent the last ministers from being loaded.

Good news, I think I found the problem.

Are personality descriptions just not included yet? Because for a lot of cabinet members I'm still getting the old, NPERSONALITY_HIMMLER DPERSONALITY_HIMMLER for several characters.

Also, there's still a lot of events included from before ww2, such as Operation Gertrude and the Four Year Plan

I think that Barbarossa II is only likely when Hitler still is alive

The darkest hour engine cannot simulate how the generalplan ost would work (the AI in itself isn't made to simulate partisans), in OTL it would take around 30 years for germany to build the infraestruture in their occupied territory to allow them to do that, it would also take this time to pacificate enought of the region to allow them to reduce the garrison force there and allow the full flow of supplies without every transport train being blow up. Any sane leader for Germany, and that goes from a nazi Fueher to a Wehrmacht dictator or anyone who takes power after Hitler dies would see that. Only a crippling old Hitler with drug problems would find possible to attack the USSR in this case

Of course, in DH you are allowed to invade the USSR, as you do not have to focus so much building infraestruture in the RKs and systematically cleaning entire cities and replacing their pop with your colonists, so the option to initiate the operation should be allowed since day one in my opinion

A few more images from the tech tree branches I've found that don't fit.
  1. Using an image of a B-2 Spirit for a 1943 and 1945 escort fighters does not make sense due to the fact that this plane is a stealth bomber AND it's too modern of a plane. (1997)
  2. With the image on the Advanced Heavy Tank, there is no image of any kind of tank, only soldiers with anti-tank artillery.
I have also thought up of some more suggestions on making more events for the Soviet Union:
  • The Soviet Union having more Party Congresses i.e XXI Congress of the Party
  • East Turkestan revolts after annexation and an insurgency could still continue after years of occupation
  • New Five Year Plans
  • Retirement of Molotov after an age
  • Destalinization events
  • New military investments (gaining blueprints in techs in navy, air force, and army)
  • Economic recovery (remove the off map income loss)
And I've noticed that the Transylvanian Crisis is not completely working. With Hungary and Romania at war, the event for Germany that invites the two back into the Axis is buggy as the two nations are still at war and this will cause all Axis nations to fight in the Transylvanian War.
Basically, what started with just Hungary vs Romania became Germany and the Axis vs Romania

So I did a Germany run; quite neat overall. Destroyed Soviets early on, built up the industry to offset for off-map malus. Once Hitler died, SS-Staat emerged. Grand revolts in the East were pain in the ass but overall very nice touch. Generalplan Ost chain broke down despite all of USSR (save for Cossacks) being controlled by Germany through RK system. Crimea colonization also got stuck. Belostock colonization never appeared as an option and neither did Baltic colonization.
I have a few questions, though.
a) What is the in-game purpose of Generalplan Ost?
Although the vent chain got stuck for unknown reason, I rummaged through the files and manually fired all stages. It seems like the only result of finished GO is allowance not to sink resources into GO anymore. So what is exactly the benefit of GO?
b) Why isn't there an option to assimilate Netherlands for SS-Staat?
c) What is the endgame for RK Norway? Sind it chews on -25 IC, there must be something going on there, I presume?

a) The in-game purpose of Generalplan Ost is represent what could be the east in the Fatherland scenario and the difficult to manage it; i've mutuated the chain from the wonderful work of JJMerril into the Edge Of Darkness mod and is the first version of events customization. IF you want more information let a see to EoD thread.
b) The event exist but you need to review Generalplan West to made a complete assimilation of Netherlands.
c) If you review the Generalplan West you can release RK Norway as a puppet country. If you made a submission of Sweden you could made Scandinavia in union with Norway (but seems to be some bugs in the chain ... )

Hi, I really like the mod, and it is really well done! I want to propose just small fix for Italy:
1- An event that decrees the death of Vittorio Emanuele III, (or the replacement) and declare Umberto II King of Italy.
2- Maybe an event that proposing the return of political power to the king, and the restoration of democracy in Italy.

This two things I'd like to see in the mod and would add more realism.

Italy will be redraw in the next release, i hope to improve it with more events (include the succession of Vittorio Emanuele III) and a more active role in the mod.

Yeah, VE III died in 1947 in OTL, we can suppose he could survive a couple of years without exile but he was born in 1869
Also, Paolo Thaon di Revel is too old to be Italian republican head of state, he died in 1948 in OTL and he was born in 1859

My idea:
-in OTL there was an heir for Mussolini too: Galeazzo Ciano, Duce's son-in-law, that was friend with King's heir Umberto di Savoia and they were agree to be afraid of Germany and Hitler

- new chain of event for Italian great council of fascism:
1) 1948, VE III die, new king the anti-nazi Umberto II
2) conflict new king - old duce:
a) "Fascism ended its usefulness! Avanti Savoia!" --> Umberto II HoS - Ciano HoG --> old industrialist chain of event
b) "I'm tired to have a king above me! Remove the king!" --> Mussolini/another fascist HoS - Mussolini HoG
c) "King is a traitor and Mussolini a failure! We need new blood for Italian race!" --> old radical fascist chain of event

There is a problem

Umberto II was so strongly anti fascist because Italy lost the war, in this scenario Italy is on the "winning" side, so his anti fascism would be no as radical as OTL
