Yeah Manchuria starts with a bunch of Japanese units. In 4 years of war they kicked Nationalist China off the mainland in my test game. These can all be more balanced later on. For now I'm just giving everyone normal game techs that can all be edited later.
Haven't started on the scenario file, INC is a lot of work right now. But it should be simple enough, I'm learning this modding stuff as I go.
Right now the balance of power is such that Germany has around 3 million men in uniform. Their units are arranged throughout German territory in some rational and some irrational arrangements (some Garrisons have anti tank attachments and some Infantry have King Tiger attachments). The army is much larger than the US army and larger than like the next 2 or 3 biggest competitors combined. Basically Speer was even more successful than IRL and so they could build a lot of Maus brigades, Mechanized divisions, etc. The airforce is the second largest in the world but it is a distant 2nd to the USA. But the US airforce won't have the UK to attack Germany from so this discrepancy doesn't mean much at the beginning. Germany has around 10 carriers built or in construction and around 30 other capital ships, most of earlier models but with a few Super Heavy BBs. Germany also has 60 submarines. The USA has around 40 carriers with about 10 light carriers and a superiority in all other types except for Submarines. But much of the USA's stuff is sort of antiquated and Germany will have a chance to catch up (though it will be hard). The US land army is much smaller than the German army but is more mobile.
Every neutral country will only have enough units to defend their beaches and many axis countries will have their military trimmed down significantly. In a regular game Hungary, Romania, and Bulgaria could put together armies in excess of 30 divisions apiece but with no real Soviet Threat I'd just as well nerf their starting stuff so that the game runs faster.
