Yes that was about it, except that the southest province of Estonia should also be included. The Wikipedia map erronously uses the illegal post-1944 borders of Estonia (after Stalin decided to occupy 5% of Estonia). The Wikipedia map doesn't include Livonia and Arkhangelsk but I've taken a screenshot of what I think should maybe be Greater Finland.
Okay so the blue is what should at least be Greater Finland. Black obviously is Estonia and green is the area that should be part of Finland if Estonia is. The yellow area can be part of Finland in case green is (which in turn requires Estonia first). They must be in this order because it wouldn't make sense to have the yellow area without the green and black, not to mention how stupid it would look on the map.
There are other options though, like stripping Greater Finland to just Eastern Karelia, the Kola peninsula, parts of northern Ingria (which can't really be shown on the map because of the province sizes but could be shown as increasing manpower in the Viipuri province) and the main pre-WWII Finland (obviously), but I prefer the one in my map with all colours included.

EDIT: In the case Estonia is a puppet, maybe Estonia should get Livonia (so that it'd be a sort of Greater Estonia) while Finland would still get the other three green provinces outside Livonia and all the blue and yellow ones. Actually if the formal is true, maybe Livonia could be a 2nd puppet? Or perhaps Estonia could form a union with them? Renaming Estonia to something like "Estonia and Livonia", like there is the real-world Bosnia & Herzegovina, and giving it the Livonian provinces. Maybe some new ministers if possible, etc.
About Finland being part of the Axis: In our world she never was, and it is highly probable that even if Germany would have won and Finland would have become a Greater Finland, we still wouldn't have joined the Axis. Although having very good relations with Germany and the rest of the Axis, as well as being the leading economic power in northern "Neuropa" (New Europe) I doubt Finland would have seen it necessary to join the military alliance. In case of a new war, it could be done.. Although it is possible that in this case Finland would stay neutral but maybe send volunteer forces, expeditions etc. to Germany's aid. This depends on what kind of a war this new one would be. Let's say Russia rolls through the German-occupied Russia in the north to the borders of Greater Finland and becomes a serious threat to Greater Finland, then there would be a higher probability for Finland to join the Axis.
Maybe there could be an event in the game where you can decide if you sign the contract making you (Finland) part of the Axis after WWII or not. Of course there must be effects on your decisions in this matter. Say, you choose to join the Axis: you get some blue prints for some of the newer weapons of war, like the helicopter. But if you choose not to join the Axis: you could get a little bit of relations minus with Germany but some bonus in other things. Not too much reducing of relations points though. After all, Finland has already been just co-belligerent for years by now and Finland declining the invitation wouldn't make Germany too disappointed in case this event happens in peace time. There could be a seperate invitation event to join the Axis in case there is war with some particular nation. And if you decline this invitation then it would have a worse impact on your relations with Germany than if you'd decline it in peace time. Of course you'd get some other bonus if you accept the invitation event during war than if you would in in peace (I know the word "peace" is getting repetetive, but don't worry, you're almost at the end of the post). This would give the player more options on when to join the Axis and if to do it via event or not join at all. I think that's a better solution than making Finland start the game as Axis.
