every time the AI is emperor, they vote for the peasents even when most of the electors like the other option, and the option they choose is all negative. what gives?
 
If you are getting big and starting to piss the emperor off, he will vote agaisnt the player. If it's the case in your game, just vote what you don't want the emperor to select and he will chose the other one.

Concessions option has these likelihood modifiers
  • 1000 - being Peasants Republic
  • 10 - Nobility less than 40 influence
  • 10 - being Reformed
Crush Peasants on the other hand has just this one
  • 10 - Nobility 40 or more influence
So, if your Emperor is e.g. Reformed there's at least a 50/50 chance he will pick Concessions.

NB: incidents options seem to be bugged as reported here.

There are 2 things that control if a prince will vote in your favor: opinion and diet specific conditions (attitude towards the tags involved (e.g burgundy joining the hre will have their allies vote yes and enemies no) or other triggers).

The first one means that when a diet starts every prince rolls an opinion threshold where if you get above it they will vote in your favor, otherwise they will vote according to the prefered diet option/against you.

The second one gives a flat bonus and malus towards this threshold, making some nations impossible to get on your side, although you won't know that since you can't see the threshold.

This makes it so that you want keep every prince at 100 improved relation at all time, since you won't know the threshold until after the diet starts, giving no time to improve opinion to the ones who would need it.
