I *think* i tried all to fix it (renamed AVI folder, have latest drivers) and it doesn't always occur.. but it seems to be happening when for some reason EU2 crashes out of the score screen and i then try to restart EU2..

This is a known bug that was eliminated for most people by 1.07.
Playing at a higher game resolution can help.
If it crashes, just reboot, and it will reset your video card and you will not have any problems starting the game.

increasing EU2's resolution indeed seems to have helped 
rebooting was indeed my workaround.. but its kind of frustrating to have to wait 5 minutes
(and apparently, i was one of the people for who 1.07 didn't do the trick )

Well the situation does not arise often. I mean why are you exiting then restarting?
for example when i want to see something from a different angle (different country, esp when building/altering a scenario), or when i have to do something else (like work
)and the most anoying time it can happen: when there's a rehost in a multiplayer game (which leads to another problem: after i crash from the scorescreen Vnet locks up if i try getting there before rebooting)

Yup, I know one problem was solved and help most people a lot, including me. Must be some remaining problems.
