This definition would exclude dictatorships that were capitalist or socialist in nature, as well as dictatorships and monarchies that weren't interested in military buildup.
Werent facism kind a socialist in nature? After all Germany was ruled by National Socialists. And pretty much every dictatorship were interested in military buildup, other question if they had an economical means for it.

Nazis were socialists in name, and some were quite left-wing in their economical ideals (one of the reasons between the strife between Hitler and the SA was Hitler's perceived failure to implement the "socialism" in "national socialism"). One could argue they're closer to socialism than capitalism, because capitalism is in its purest form about individual power while both fascism and socialism rely on the power of the masses harnessed for specific means. But I digress.

Not all dictatorships of the period were particularly militaristic, I'd like to believe, but it's rather hard to prove a negative.

I think simply being an autocracy or dictatorship isn't enough to make one "fascist" - of course, it's hard to come up with a completely sensible definition for such a term loaded with sore memories.

Not all dictatorships or authoritarian regimes or even Monarchies were fascist, however some were and just because they didn't stand beside Hitler and declare their love of the Nazi ideals equally does not mean they were not fascist."Neutral" would be a possible classification for the Baltics, or Tibet, or some other countries. But fascism is way underrepresented in HOI4 compared to reality at the time.

Horothy, Boris of Bulgaria, Vargas, Zog, Metaxas - these were regencies, dictatorships, or monarchies where it is clear they were fascist, centralizing power in themselves personally, controlling aspects of the country, creating the personality cult, etc. Places where it becomes less clear would be like the three Baltic dictatorships, although I'd still argue they were. Just because there were "other" fascist parties or organizations, or other more extreme Nazi-esque fascist groups, doesn't change what these regimes were. After all there are different democratic parties and different communist parties within the same countries as well. So just because there was a Nazi movement in Latvia, doesn't mean the Ulmanis dictatorship itself wasn't fascist. But it was. Other parties members were arrested and detained, political life was centralized in the leader, a corporatism regime was instituted for culture and the economy (Italian Fascism). The lack of racism or state violence is irrelevant (also state violence wasn't really necessary so its really meaningless).

To say otherwise would be like saying the Austrian fascist party is not fascist just because there was also a nazi party also operating in Austria.

All in all, fans and devs of HOI need to stop understanding fascism from a German-Hitler-naziesque focus and the proper Italian fascism focus which is the main vein from which nazism, falangism, and the other 'flavours' of fascism branch and which was most popular, much more wide spread in the world that Hitler's version. Looking at it with this proper lens, allows a better game, a better classification of regimes, and a better assignment of leaders after coups (ie. van Severan NOT Degrelle)

I'm a bit afraid that fascist coup leaders will have to be modded due to this inaccuracy and over-focus on German nazism rather than what is realistic. Which is a real concern because HOI4 relies on art and I cannot make the portraits that the art team can....
But thats not really the point of this thread. Right now I really just want the devs to explain the role, purpose, and abilities/limits of neutral nations so I understand why they exist :p

Neutral nations could just be called authoritarian, which means they are easier to influence and there doesnt exist some limitations associated with democracy. In that case you could clearly define real democracies like sweden, finland, switzerland out of the bunch.
It is clear that every nation during this time period were nationalistic, no mater democracy or dictatorship or even communist country. Would be fine to leave the most militaristic and radical way of nationalism - fascism to only handful of nations. So if player wants to make Poland any of these three it could, while changing Italy to democracy or communism would require civil war or lost war.
