Hmm, a quick look at the defines implies this is pretty normal. Justifying a wargoal on the "biggest" (by industry IIRC) nation causes a base of 30 world tension; this scales linearly downward to the nation's actual IC. Taking states (without a claim or core) causes 2 world tension base, and fascists categorically generate +100% world tension. Declarations of war (with a wargoal) causes 5 tension base, but again, that's doubled for fascists. This is one of the main reasons Germany runs the world tension up so fast, other than the double-dipping that is the capitulation tension. They declare a lot of wars in rapid succession without ever being at peace, so none of that ever decays.
World tension reduces the time required to generate war goals, up to -50% at 100% world tension, so that could also have been a factor. If you started this after Germany's little tirade in Europe, that could have done it. Did you have any other modifiers to justification time, by chance?
