These fields are "buildings" in a sense that they're supposed to employ people and make farming a viable industry type. Otherwise you'd have lots of farming land for a couple of workers. Or lots of farming buildings, but no crops.

So I think no buildings are supposed to appear in those fields... as they are crop fields, not buildings. Ok, they're a bit too small... but I think that's what they're supposed to represent. Unless I'm misunderstanding something...

I'm having this problem too, though it only appeared for me with the new version. The lots turn gold and scaffolding appears, rises normally, then falls away, but no building is left behind. If you click on the lot the information appears to be a normal description of a farming industry building. My invisible buildings have workers. It doesn't happen for all of the zoned area - some of the lots have normal visible buildings.

FYI, here's a screen shot. The building I've clicked on (the gold lot on the far side of the road) seemed to develop normally with scaffolding but the building didn't appear only the billboard. Otherwise it seems to be a functional industrial building. I've also noticed that sometimes the imbedded trees will appear on the lot but no building.
