I haven't been able to find a place to say what fantasy events actually do, besides given the Byzantines a chance to rebuild Rome and Wales to chance to have events. Is there anything else?

Those are the most important ones (although the Byzantines only rebuild the eastern Roman empire) there is also a set of events to deal with the knights crusading in the levant and I believe one for a unification of Iberia. There are also some versions of events for Italian principalities for the Kingdom of Italy.
To find which events are fantasy you can check AGCEEP\Db\events and look under IF=fantasy this will list all eventfiles in AGCEEP\events that are only activated if you play with fantasy events on.
