Not sure about cleansing since I've never played purgers but you definitely can liberate someone's capital, I did it yesterday. You can liberate an entire empire if you want.

But, annoyingly, you can't cleanse a whole empire...

My greatest disappointment with the fanatical purifiers is that none of them quoted the Daleks when they're probably the most famous omnicidal society in fiction.

I just really want one of the Fanatical Purifiers to just shout "EXTERMINATE" at me repeatedly.

I also would have thought that FPs would be far more aggressive than they are in the game. And that they'd be a lot faster about purging conquered people.

Funny you should say that. I just finished creating the Daleks as my Fanatical Purifier race. I'm looking forward to giving them a try: Exterminate! Exterminate!

There's no way to mod Armageddon bombardment. It's locked away somwhere....

Have a look in C:\Program Files (x86)\Steam\steamapps\common\Stellaris\events\orbital_bombardment.txt

The damage the bombardment types do can be found in C:\Program Files (x86)\Steam\steamapps\common\Stellaris\common\defines\00_defines.txt

Sadly, the orbital_bombardment.txt is currently bugged, it does not have events set up for the armageddon bombardment so no tile blockers and such will be spawned. It's been posted in bug reports already.
