And a democratic monarchy is a fallacy in any country with more than one inhabitant, yet I live in one. Words can have wider meanings than their most literal interpretation, believe it or not.
So what your saying is "Ones empire is defined by actions not words" therefore the ai should not judge by ethos but by policies.

It makes sense, I mean at best a fanatic xenophobe would consider you on the level of a friendly dog. Hard to get along with someone like that, if you play as xenophobe stop trying to get along with the dogs and just enslave them so you can put them in their place.

No I am saying that an ideology can not be summarised in two words, if you are a fanatical xenophobe then you will have something against aliens, whether you purge them or not.

I am not playing evil
Empire was fanatic xenophobe+star empire for the 20%+20% border extrusion.
Ones policies should makes you good or evil, not ethos.
Xenophobe says: "The stakes could not be higher as we reach into the vast uncharted expanses of the galaxy, for we are gambling with the very survival of our species! Never trust the alien; its false smile hides an unknowable mind..."
Fanatic Xenophobe says: "Any alien influence must be ruthlessly quashed. Only by staying pure, and true to ourselves and the planet that gave us life can we guard against insidious Xeno plots. Even mastery over the Alien might not be enough to guarantee our own safety..."
Pretty sure even considering to murder billions of sentients is considered being a evil dick.

And as for picking an Ethos and not playing by it: That will not work that well anymore in 1.5.
If you do not play by the Ethos, you will loose atraction for it, gain a less happy faction and other Ethics/Factions grow relevant. But in turn you got the ability to choose your Ethics/adapt them to play situations.
We do know there will be at least 2 Flavors of the Xenophobe Faction (one being Isolationist while the other is more Miltiarist/conqueror).

Hmmm,
xenophobe+star empire = 2 purple techs for free right there.
What techs are you speaking of? I never heard that the ethic choices grants free tech.
Or are you speaking of Galactic Ambitions (which is not a purple tech) and Manifest Destiny? Nothing that you couldn´t also aquire with any other ethic.

In the end you pick fanatic xenophobe and don´t use most of the advantages of it.

Or let me say otherwise you could choose fanatic materialist instead of fanatic xenophobe.
That way you could make full use of all advantages of that ethic.
You would only loose the border extrusion of the xenophobes but you would get the techs for that sooner.
In early game you might miss a system, but if it is really good, you still can build an frontier outpost and then found a colony there.
And to be honest have you in late game really the problem not to reach a system?

So i really can´t see why you choose that ethic when not make full use of it.

But then it is your game, have fun with it in which way you ever like.

Back to your initial question, i can only agree with "the founder":
You get -40 Relations just for Being a Fanatic Xenophobe. This negates any "Fanatic Xenophile" bonus others would have agaisnt you. And tacks with other peoples "Fanatic Xenophobe".
Fanatic Xenophobe is basically "No Diplomacy, period".

What i mean was that you have the 20% bonus on top of "Manifest Destiny" why fanatic materialist? the border expansion almost saves the need of frontier outpost, didn't build any.

But then it is your game, have fun with it in which way you ever like.

I guess the ai was suspicious at start because of ethos? i don't know.
I would also report that in mid game the ai starts getting on each other throats (Hegemonic Imperialist going at the pacifists) they stop rivaling me (immediate neighbors did not stop), thread management is of most importance. Once they drop rivalry relations vary between -50 and 50, not bad.
I checked the fanatic xenophile FE and they are cool with me. At 0 opinion.
Also got the federation associate with some pacifists, only need to change war policy to defensive to get in (will wait for end game disaster to do that). Now i have plenty of "friends", i guess now all cool kids have a fanatic xenophobe friend.
Cant wait to try to get a migration treaty, that would be hilarious, shipping off fanatic xenophobes. :)

Game ago i clear 400 star galaxy from xeno-filth as F. Xenophobe + Collectivist. On insane difficulty and ironman. As i did 3 moths ago on 600 star galaxy. Dunno what you talking about.
This +30 border range so huge. This bonus let me claim so many sistems, so many worlds, so many resourses. First half (or 1/3) of the game you got most of your income from stations, not from pops (at least most of minerals and credits, base labs still really good for research).
F. Spiritualist + collectivist still generally better, as F. Militarist + collectivist for smaller map\MP. But not so much. Border range really insane thing, and monument of purity also help on large planets. Edict totally useless, but who cares? - I spend influense on other ones.

Ultimately I don't think that you are really "playing your ethos", something that can happen if you are a player rather than an AI, by choosing fanatical xenophobe as an ethos all of your population and leadership will be very hostile towards any "filthy aliens" and the AI will respond as such but play as if that wasn't the case and your empires is actually perfectly fine with aliens and seem suprised when such a playstyle encounters a lot of problems.

The new civic system for your government may allow you the border range bonus independent of Xenophobia.
Xenophobia still has the Bonus border range in 1.5
Whatever Civics, Ascension Perks and techs for Borderrange there are in 1.5 - you got them in addition to Xenophobia.

One thing about Ethics in 1.5 is:
The game can be a lot stricter about how a specific Ethic is supposed to be played. Because you have the choice to change your Ethics if you need to change your path.
We already know there will be at least two Xenophobe Factions (one being more pacifist Oriented). So there are at least 2 Xenophobic Playstyles.

There are going to be multiple factions for each ethos. So a Xenophobe/Pacifist 'Isolationist' faction might be totally fine with how he's playing, and encouraging pops to join it will keep them xenophobic and happy.

The thing is, that faction wants "no Diplomatic Entanglements". So he will not be able to do much Diplomacy even in that case.

There are going to be multiple factions for each ethos. So a Xenophobe/Pacifist 'Isolationist' faction might be totally fine with how he's playing, and encouraging pops to join it will keep them xenophobic and happy.

Except that he seems to like to entangle himself in the affairs of others, both because he wants to expand through military means but also because when given the opportunity he tries to woo his neighboring empires and even entertains migration agreements, not very isolationist.

After mid game the AI is fine with a friendly fanatic xenophobe. In my play last night i had a war were 3 neighbors jumped on me and got help from the friendly's, some free mineral/energy and also since i had to go over the fleet capacity i was bleeding energy badly however it was very easy get good deals for energy (research for energy, strategic resources for energy, star charts etc).

Except that he seems to like to entangle himself in the affairs of others, both because he wants to expand through military means but also because when given the opportunity he tries to woo his neighboring empires and even entertains migration agreements, not very isolationist.
Sadly game mechanics prevent my fanatic xenophobes to have migrations agreements since the Free Migration policy is grey, :( i was looking forward to export my fanatic pops.
Also to get into a federation i need only to change war policy to liberation, i was wrong stating defensive, i guess i will aim for a federation victory.

The new civic system for your government may allow you the border range bonus independent of Xenophobia.
Thanks but I knew that from the starfish stream, its great :) i will be stacking that with fanatic xenophobe ethos.

We do know there will be at least 2 Flavors of the Xenophobe Faction (one being Isolationist while the other is more Miltiarist/conqueror).

i would like to thank Litewraith for posting the info in https://forum.paradoxplaza.com/foru...-all-faction-types-and-their-effects.1005569/

(not final numbers are not final)
Starfish Superiority Party
[X] Starfish Empress- Wants ruler to be of their species
[X] Invasive Xeno Studies - Wants unrestricted Native interference
[X] Xeno Disenfranchised - Wants no Xeno species to have full citizen rights
[X] Core World exclusivity - Core worlds for founder species and their slaves only
[X] Asserting Dominance - Wants war with 1 or more Xeno empires.

For the faction to work in 1.5 i'm not missing any requirements, however i am unsure if it will be possible to give xenos social welfare like i am doing in 1.4.
Cant wait to be a fanatic xenophobe and galactic defender :)

Well, that makes sense, xenophobes are generally against immigrants coming to them, or they themselves coming out of their comfort zone and having to live amongst aliens.
