Fanatic Xenophobe - an idea on a new fanatic edict

As most people here seem to agree, the fanatic xenophobe edict in its actual state (negative migration attraction for aliens) is a bit ... underwhelming and even bad for most of the xenophobe playstyles which include alien slavery, purging and a lot of other mean things.

My suggestion to change the edict goes as follows: At the moment, mass purging of aliens has a huge effect on your overall diplomacy - how about an edict, that copes with this problem. The new edict would be some sort of "information blockade" put on a planet, where the xenophobes try to secretly purge the native population and cover their tracks. There would be no diplomatic penalty for purging under this edict, but you suffer a fixed (and considerably lower) diplomatic modifier for some time of "unconfirmed rumours" about your wrongdoing...

Maybe, if we get improved diplomatic events one day, imposing this edict could also be a possible trigger for a xenophile questline to start an investigation into these rumours and uncover the gruesome truth about their xenophobic galactic neighbour ...
