Please, correct me, if I am wrong, as I usually don't play as egalitarians.

I played fanatic egalitarian + spiritualist and the promises of my current ruler (not for the next election) was to bring a surplus of alloys to 12/month or above. I had 14 at the time of the election. The current ruler lost. Another window pops up, informing me that current leader steps down with her campaign promises unfulfilled. I am confused.

i played as a democracy with a leader promising to increase monthly energy surplus to 20/month or above and the game started with 24/month and stayed above 20 through his entire rule and he left with promise unfufilled

I have experienced the same issue. It also seems that the actual promise is different in the situation log and the election view. The election promise was a 2 new energy districts but the situation log told me it was about increasing monthly surplus to 20/month. I first time did the latter but game said it was unfulfilled, then did the districts again game deemed promise unfulfilled.

Seems like this problem popped up with the Le Guin update. I don't own Megacorp, but have all the other DLC.
