Paint.net is very decent, but cannot open psd files. It's what I used for recolouring the question mark CoAs.

I use Gimp 2 with a DDS plugin. Its free.

However, if you are making CoAs with existing art assets through the ruler designer, you don' have to use an external graphical editor software at all. Just use notepad++ to edit /common/dynasties/ to specify the elements (colors, textures) you want.

I think someone else will have to work on this. I don't have the time to learn a new skill, and this modding stuff ain't coming natural to me.

Another suggestion: Make the Direnni crest a tower?
