Familiar Fallen Empires

Just for a bit of flavor I think it would be fun if a fallen empire could spawn as one of your old custom empires with their civics and species being what ever you made them but they are just a fun rare texture of the current FEs

They can, sorta. I've had my custom empires spawn as FEs (either that, or it spawned a Necrophage FE with the same name and butterfly portrait as my custom Necrophage empire). They still get the standard FE civics, though, I think.
