Lol Mobster Power
Single-province minors are a bane upon many attackers. They got 29 divisions and urban terrain, so all they have to do is sit there and watch you get your dudes killed.
Tried to lure them into your land and do ambushes?
Alternatively, lure them, fend off their units and them bombard those defeated units to the death.

You helped me, i talked about WASTELAND regions who are annoiyng and appear randomly and here you see Bend and mount something is wasteland these sholdnt exist it just ruining the game because they are random in the game you cant conquer them or anything. I test mode further and later i give some tips.

About manpower: You have to understand its realistic feature. You are small nation who wants to conquer world so expect some lack of it. Research helps and so does "give it to people" option in stacking many recourses. Than "Diversity" helps too in social politics. Than for example mercenaries cost less manpower than regulars ... You cant expect monodominance of your 2 provinces nation over the world in 1 year. But i admit keep manpower high is difficult.

The main thing is when your enemy can use slavery to reduce manpower, slaver's guild to buy 10 manpower per turn, and hiring mercs with cheap price; while you have none, you can't win it.

See, only 3 years New Reno is already generate 29 division, 19 of them are garrison and the other are unique mercs likes Northwind highlander and Motorized Regulars

I even created a decision to conscript 8 manpower per year, still not enough.
As long as occupied land only provide you 20% manpower counted on its based value,
you can't keep your manpower on supply.

And Slaughter, can you create an event to end the war between you and enclave once you occupied Eureka and its surround land for fixed amount of time, and turn those land to us, please? I hate to have constant war forever just because of this tiny land, thank you.

Seems like the game is Working as Intended.
You're trying to invade a city* with thousands of thugs, gangsters, mercs, raiders, gangers, etc. Makes sense you keep losing, they're all concentrated and you aren't.
Maybe you should cut your losses and focus elsewhere.
But yeah, those one-province minors can be a pain. New Reno is quite powerful for its size, too.

*uncool fact: Reno is actually Rad Desert, not urban terrain, because of the latest map upgrade. Grrrr. Just found it out in my current game.

I'm seriously thinking about making two state-unification events for California: One for Northern California, other for Southern California. California was divided in two states in the Fallout Universe, so the justification is out there.

I have thought about a peace event pre-End War if you take the Enclave's bases. Less Peace and more "You will get yours, soon..."

I approve of both the division and the Enclave base events. California is enormous with the new map and it's hard to wage a transoceanic war in the post-apocalypse.

Most recent game with this fantastic mod is going quite well. Got very lucky as the Western BoS with an early offensive against the NCR; knocked them out by 2247.

After that, though, it was a bit of a sticky strategic situation. I wanted Necropolis very badly, but as soon as I would DoW them, Caesar's Legion (and sometimes Kurtz) would reciprocate. And the ghouls were tough enough by themselves, man. So I built up my forces patiently until I had ~30 regular, paladin (all from the start of the scenario) and raider battalions in place. Manpower always on drip. 2252 rolls around, and I hit them hard. Ghouls go down swinging - and Caesar predictably declares. In the end, it was a close run thing, but the Brotherhood prevailed.

Feeling proud of my progress, I check around to see the IC of other powers. Eastern BoS on 240 IC (I've got 145) in 2254.

This mod makes the whole Darkest Hour product worthwhile.

It's a .txt file in your Darkest Hour directory. It is overwritten every time you start the game. You can post it as an attachment to the forum.
