Also, you gotta be extra careful-like with them csv files because I got lots of errors by simply a slip of keyboard erasing a single comma. Always have a backup and whatnot.

Don't have DH on this computer, but try the End Game events, Political or events of FUSA/NCR. The Mandate of Authority event is triggered by the FUSA being annexed and transfers leadership of the American Unity to the NCR. It happens often in many games, almost always a result of a DC/Junkers victory or Zombie Apocalypse getting triggered at the worst moment possible for everyone involved in the civil war. :o
Like I said, the problem of the Mandate of Authority is that end-game war events are programmed so that the alliances fight each other by the three leaders (Enclave, Polar Station Zeta, FUSA) declaring war on one another. But there was never a alternate version with NCR in place of FUSA, so if Dark Cathedral defeats FUSA, what happens is Enclave declaring war on Polar Station Zeta and vice-versa while American Unity-NCR sits neutral or enters war against the Dictatorship of Man because Caesar's Legion joins it.

Unless you're using one of my old versions (before I fixed the 1.3 units), then they should be normal. If they're strong even that way, then its a good question, I cannot opinate because I need to test moar, but they might become even more strong once Ivir Baggins finishes the terrain. From what I played with New Reno I do get the feeling they're strong because you can make ridiculoustastic ammounts of Irregulars in a small ammount of time. I think that you could theorically rush NCR in the first year with Den or New Reno using a vast slave army if you feel like it and have a big enough front, but you will probably hurt against that nifty pre-war unit they have.

Which version of the mod you installed? The E3 one or the vanilla 2.0.11 for patch 2.02?
Do you know how to use savedebug? Just go to DH config file, put savedebug to 2 or 3, then try again and once the error happens, go to the DH folder again, open the savedebug txt file and copy all that stuff here between [CODE]tags, like quotes but [CODE] instead.
