In my first proposal i stated that there should be few other ghoul minors just to make the unification more real and possible.
I dont agree with what Militades said that Necropolis was more army oriented, mutants in necropolis were ,but not ghouls.
My first proposal was to make Gecko a demcratic reunificator - like Nat.China and Necropolis as an evil brother who doesnt want to ally, or reunite or oppose to do so, that s why so big an isolacionism.
Gecko could possible seek some agreement with humans,that would be nice.
O think we should expel USA,CAN and MEX from the game, at the beginning, fallout doesnt provide too much info on them , so lets leave them for now.
Water should be use to resupply units, it was already discussed and proposed by someone on P-Forum, and it is a really good idea.

But then instead of supplies? And what about robots? I assume that they don't need it.

Yea why are robots minor? They are pretty major. They tried to clear out the USA and were doing a pretty good job fighting the beastmean, technodorks, mutants, and BOS at once.

Militia - Human Marauders (bats, knifes, etc. )
Infantry - Human Regulars (armed with rifles, pistols, etc.)
Airborne - Human Mercenaries (armed with SMG, combat shotguns, better protection, well organized)
Cavalry - Human Raiders (motorized regulars)
Airborne Cavalry - Human Tanks

Marines - Ghouls (between human regulars and mercenaries)

Mountains - Mutants (little better than human mercenaries)
Motorized Inf. - Mutant Raiders (motorized mutants)

Garrison - Sentry Turrets

Tanks - Robots
Mechanized Inf. - Heavy Robots (Like Bechemot)

HQ - unassigned

artillery - heavy guns (mini gun, etc.)

Storyline for Vault City

Based on a Vault population, we have here sth completely similar to fascism, and pure race. Should be national socialist, and they will oppose any contact with outside 'human' world. Having problems with energy still. They will try to annex gecko with its high energy production. Having Vault they would not have propblems with water productions. Well developed industry ,army even lasers, and need to find an ally,. They would find NCR as a pure nation they can ally with, and assasinate or minor 'human' nation and set one pure race of human who would rebuild the entire coast, and take care of trade.
Pros: well developed techs, welll developed miliatary,industry techs,
Cons: lack of energy

Storyline for NCR

Having been a democracy developed from Shady Sands, they assimilated wherabouts of the city, and developed a strong nation, with good trade, and army. They are democracy, having good relations with everyone. They are a bit isolacionist with strong free market policy. They are willing to unite all minors under NCR flag and rebuild the human kind, who is having to face attacks from raiders, mutants etc. Vault CIty is currently trying to ally witl NCR, will NCR ally with vault city, not having known much about this nation. WIll they be influenced by vault city worldlook and will turn national socialist too, or will they make vault city change their mind. This decision can determine the future of all minor human nations.

I thought that it could be something like Roman's camps/forts. Whereever Legion has stationed for little longer they have built such a base.
So I was thinking that HQ could be very strong in defense (also AA) but of course f****** expesive.

We are looking for a person that will create basic AI

We need a completly new AI because the situation is completly different.
Is there anybody who would like to contribute some time and help us with this issue? Basics are not so hard to learn and it could be learned by comparing already existing files. But for sure a lot of time is needed.

Join us. Become the AI master and make the "Mainframe" real AI.

In The Fallout Mod there are going to be around 20 different playable factions around in the North America. Even when we include there something what was USA and Canada before (but of course much more smaller) there are great unsettled terrains. Speaking more in game language, we have lots of unassigned provinces.

First idea was to gave them to REBels and trough events secede them to player or other AI countries, but there was one but big problem. REB don't care about the events . Or in another way - events don't affect REB.

So in my mind comes another idea (somebody proposed something like that before but I have developed it a little). In next sentences I will present it to you with a great request for comments. Write all 'for' and of course all 'against'. If you have got any other idea post it. Help us with that.
Here it comes:

All the unassigned provinces will go to country called Wastelands. But are going to be controlled by REB, so Wastelands won't get any IC, resources etc.
With the beginning of the game all other countries will get 'right of passage' trough Wastelands. So when a unit of country X enters one of the Wasteland's province it will take control over it.
After that we have to prepare massive amount of events about gaing control over those provinces. Every year (let's say in January) if country X will be controlling province in Wastelands will get a flag. When it gets three flags in a row then event will be fired with seceding this province to country X and sleeping all events regarding this province (for that and all other countries).
How to prevent wars and diplomacy with Wastelands.
Wastelands will not be able to make any diplomatic actions as it won't get any money income.
We should make Wastelands AI very, very unfriendly. It won't accept any deals, agreements, alliance proposals etc.
To prevent player from raging war with Wastelands here is what we can do. At the beginning of the game we can fire an event where we tell a player that if he will start to fight with Wastelands then all living there creatures, Nomads, Tribesmans, Raiders, Mutants, everything will start to fight against him. If he decide to start war anyway then we can prepare an event that will be checking is country X at war with Wastelands. If yes then the player will get a huge dissent hit (10%) and peace proposal. If he don't accept then another dissent hit will come next week (and of course peace proposal).
We have of course create events that will be about taking control by REB in any province that is controlled by Wastelands (it could be happened as a result of war).

I think it's all. If you have any doubts, please post it. If you think it will work, then please post it to - we need to be sure. I don't see any other solution for that issue. So any other ideas are really really welcome.
