Most probably the only island in game will be Vancouver and the carribean will be deleted but OTOH who knows what's going on in Cuba? ;)

The HUB is part of the NCR if I remember, same with Junktown and all those others. I think the California nations are too close together, I say take out Klamath because it just seemed like a bunch of unorganised people living close together. Mutants should be near the BoS and the BoS be in Chigago. I remember a group of Ghouls with a nuke being in New Mexico from Fallout Tactics. I also remember Technologist people(someone.... you must remember their names!) being in the east also.


I just don't like the look of California, too crowded.

Why did you include the USA, Mexico, and Canada? The govs are not around anymore.

I also don't think Denver should be a puppet, just a no population provence owned by the NCR that gives you a tech when you own it.

I remember who they were now, Reavers. They would be the in the West. Don't forget to add the Western Raiders and the Mutant Nation in the West lead by Latham/Gammorin.

Latham was part of the BoS but when his airship went down the mutants captured him and the surviving crew. He fought Gammorin and won thus becoming the leader of the Super Mutants. He suffered a fatal head blow and became a bit mental, after a while he thought he was Gammorin. He also saw hillucinations.

Why does the Enclave own Vancuver Island? The rig was blown up by now unless you want to have it be still around and pretend it wasnt, which I am fine with that, but then I would say have it be an island of Hawaii.

How does one get to the rig? Maybe through an event that will give you a ship because I don't think ship construction should be allowed.

I also think infastructure should be expensive but construction time should be A LOT less than normal HOI. Maybe building infastructure will give you other bonuses too.

I think that having twostrong factions in the east could be interesting. I don't think that everything there was wiped/nuked away. And as the governmental centres it is most probably that some kind of governments are going to be raised there. Mre or less connected with those from the past.

I also think that California is a little bit to crowded. Must to rethink. :confused:

Perhaps the problem is, is including to many factions into Californa.

Perhaps some Fallout factions should be left out or be brought into an players game by possible events, uprisings, or game-beginning events as the families ya'll spoke about and the Chosen.

It would probably be better because less factions equals more provinces to have more sustainable scenarios, including expanding the game more towards Arizona, fairly more to the East Doom?

Storyline

Ok, as I was confronted with a little criticism abbout my early proposal off storyline: I would like to ask first ,what do you want from storyline??

Now I think that nobody has a firm concept of it, so lets discuss me proposal now:

What i would like to see is that we start the game after Fallout 2.
As HoI2 is mainly a war-game I wouldnt like to see events like: add_cor etc. from nowhere.

i would like to construct a serious plot for all the nations involved.

My proposal is based on my previous one.

What I would like to see is a series of events that will introduce each goals of nations to him, in first few years of play/months doesnt matter now.
Those events would be different for biggest nations, and the same for minors (but different for each species).

So the start with:
Majors that will receive they own special events will be:
Human:
NCR/Vault City/New Reno/BoS/Shi Empire
Ghouls:
Gecko/Necropolis
Mutants:
Mutants :)
and:
Enclave
Robots

That gives us 10 major event lines ,and other nations will receive minor ones
Now to the storyline:
Thats just a first thoughts and major goals for nations:
Will start with ghoul ones:
Gecko - willing to ally with necropolis to create one ghoul nation. Gecko will be trying to dominate energy trade all over America, it will try to develop technology, to make ghouls stronger then humans, and to be capable of defending itself from Vault City.
Prons: Very well developed industry techs, lots of energy
Cons: Very weak armyquick look at politics:
isolacionism 5
open society 6
free market 5

Necropolis - trying to rebuild itsef after reparing the generator, will be trading many resources too, strong isolacionism policy, not willing to take part in international community. Will try to defend itself from raiders, or human attacks.
Prons: lots of water, very low IC points level
Cons:Very weak military techs
isolacionism 2
open society 2
free market 3

That s my first propsals, lets think of those two first, then lets move to next ones, after discussion i will post next countries.

Necropolis seemed more military oriented than Gecko.

I always though Gecko was where the good Ghouls went and the bad Ghouls lived in Necropolis. I dont see why they would want to unite.

If that is so than program the AI of Necropolis and by an event chain with possibilities to either subjugate, interact or conquer the Gecko to strengthen their position or race.

Hehehe, so Necropolis believes the Ghoul race is the new Aryan race? No, seriously I think thats a good idea. Hey weren't there good Ghouls living in the sewers in Necropolis? Maybe there should a be a civil war event where the Necropolis player chooses which group remains in power over the Necropolis. The "underground resistence" group would have positive relations with the Gecko whilst the current administration would have negative relations. I think that would give the Ghouls an interesting feel, on one hand there is competition, possible war between the two Ghoul states, on the other, an alliance possibly leading to the two states uniting. I agree with Miltiades though that the Necropolis Ghouls should be more militaristic while the others more industial/tech related.

So yeah the current administration could be isolationist/anti-Gecko while the resistence more internationalist/pro-Gecko. Otherwise I think its a good idea what you came up with XavierSS, with all of the different main events for the main nation as well as a strong plot for all the nations.

I think the 1 manpower idea is fine for most "nations" in the game, but the USA and Canada, and possibly Shii should have more, maybe 8 or so for the USA/Canada depending on their current population.
