That's true, but your suffering is mitigated by your ability to play HOI4. Not in a version where it's very playable for most people, mind you, but you do have that over us.

Bethesda's policy has been when it's done from my experiences with the company. We didn't hear anything besides the occasional leak about FO4 until they were ready to say it will be out in just a few months. Yeah it'll be a bug-laden mess at launch, but complicated open world games can't truly be perfectly tested until it reaches the hands of millions of players.

This isn't actually true. They release games on deadlines, and in the process often cut huge chunks of content to push the game out on time. Skyrim being the most recent example. The Civil war was supposed to be dynamic, and to carry on without player involvement. There were supposed to be even more quests, such as recruiting Giants to the stormcloaks. All of these features for example got chopped at crunch time to get the game out the door.
Pretty sure the same happened in FO3, Oblivion and Morrowind. Major features were cut at the deadline because they just were not working properly when the game had to go out the door.
I don't have a link to prove it, but there was a developer comment specifically stating that both the Civil War detailing and the Windhelm Arena were both cut due to time constraints. I'm aware of the mod you're referring to, Civil War Overhaul. And it's true that the Civil War was mostly cut. Was it because of time constraints? Possibly, although I am not aware of any confirmation of this claim. I could see it having been cut due to it being too involved, they didn't want to tie the player down to the quest line until their side had won, or they didn't want to ignore players who went off to do other things by seeing their substantial efforts undone by them ignoring the war for a bit. As an aside, I do think the Civil War we got was pretty terribly executed, but I don't think it was the amount of time they had available that made it so bad, necessarily.idk if there's still any proof from bethesda but i DO remember seeing a mod that added (or re-added as is the case) the dynamic civil war on the skyrim nexus and talking about it being cut content. a couple years ago

One advantage Paradox has as a company (Now) is that they don't rush out products so despite announcing early, with a poorly planned release date they aren't following through with a half finished product, that's good news at least.
