they're all end game threats, but the difference is they all have different interests. some of them care about dangerous research, while others for example care about other empires not tresspassing on their holy sites. So they will be variable about what they care about, and it is possible to defeat them in the later stages

The primary intent of the Fallen Empires is to create a 'behemoth' to be wary of until you can take it down. I mean it sounds like you're looking at the comparison between Blorg and Fallen Empire like this is the end game matchup, with the Blorg hopelessly outmatched, never gonna beat them or even get close to trying. In Civ terms, though, the Blorg have just gotten Knights and Pikemen, while the Fallen Empire has Tanks. Sure, it's unfair NOW. But if the Blorg keep expanding and forcefully gaining new friends and developing non-Dangerous technology, they'll eventually have Modern Armor and Stealth Fighters, while the Ikarzuri? Never gonna advance beyond their WW1 era Tanks. Even if they only meet parity, the Blorg will be able to grow their forcelimit and design their ships in order to raid and forcefully befriend the Ikarzuri.

And yeah, it looks like meeting a fallen empire temporarily restricts your actions. You meet the Keepers of Knowledge, you'll have to delay your plans to create dangerous AI. You meet the Grave Tenders, you'll want to avoid raiding ancient tombs and settling sacred worlds. But that also directs you; if you want AI or those worlds, you'll have a goal [take out the fallen empire].

But shouldn't their be varying levels of Fallen Empires? IE one that is struggling to survive because of procreation issues, or environmental calamities, ETC. It just seems a bit much to run up against a brick wall every game that only differs in its wants/fears/etc

Perhaps a DLC?

It's pretty much a institutional and societal collapse. Think China while in one of their decadent phases.

I'm fascinated to see what the other two Fallen Empires (Xenophobe and Xenophile) are like.

I think they off-handedly mentioned in the Blorg streams that Xenophobes do not like it when your territory starts to border theirs.

With Xenophile, I'm guessing there's going to be several primitive civs and pre-sentient species around their holdings that they consider under their protection, and will get very angry if you decide to do more than casually observe them.

...and are we sure there is only going to be four types of fallen empires? I was thinking there should be a Militaristic one that demands tribute for taking one of their former worlds, and a Pacifist one with literal Peace beams that might consider you a threat to the galaxy if you're starting too many wars. Maybe even an Individualist or Collectivist one as well, but I got no ideas as to what they would look like.

Also, didn't they mention that there is a chance that a Fallen Empire might "wake up" and start becoming politically and militarily active in the galaxy again?

I'm curious about what one or more of the Fallen Empires may have locked away, as has been mentioned in at least one of the trailers.

An example which should only be found in galaxies where there are no human 'empires' nor any human players is the Sol system and its humans found in Alan Dean Foster's "With Friends Like These". (Found here: https://www.reddit.com/r/HFY/comments/2b79sa/text_with_friends_like_these_alan_dean_foster/). In Stellaris terms, Sol is within the territorial envelope of a Fallen Empire, and they're the stuff of bogeyman tales.

(To sum up: seemingly non-space faring agrarian communalist spiritualist humans. No space-based items/vehicles are detectable. The Yops are the terror of the galaxy, them against 212 species in a Federation and the Yops are winning decisively. The Yops land on the seemingly quiescent planet only to find out the hard way what humanity is now capable of. A Federation First Contact team also land and broker a mutual defense treaty with them. " What are we going to do with them when there are no more Yops? ")
