Has anybody else experienced this? This is pretty much what happens in every game for me now. Basically one of two FE's wake up, builds up fleet to 600k and builds some gateways, but does not subjugate any other empire even though they are overwhelming. The other just doesn't wake up:

Is there some kind of setting for when they are allowed to wake up?

i have experienced the same. Awakened empire build 1 gateway and then just sit there (it does build some stuff on planets).
I crushed their fleet (4 escorts left) and peaced out, they do not rebuild anything
After reload - it started building another gateway, after another - yet another gateway. Its at 4 gateways now (count how many times i reload :) )
I just quit because AI is brain dead.

EDIT: i am playing on 2.2.4

I had something similar happen in a recent game, one awakened but then did very little for several years before the next event finally fired awakening the second. The war in heaven then proceeded normally except for the second AE being massively disadvantaged due to all that time the first spent building up. It ended up getting one thrall while the other made satellites out of half of the galaxy but then the game bugged up again by the time I defeated them both.

Having sat out the first half of the war building up my own forces I let the non aligned league and the first AE battle it out, I crushed the second weak AE easily and then proceeded to slowly work my way through the stronger but by that point there was only a single formerly non-aligned league empire left versus a handful of satellites. Finally defeating the AE I notice that that one empire and the satellites were still at war, and that the war exhaustion counter was ticking up at an incredibly slow rate. They remained in a perpetual state of pointless war until I grew tired of that game and trying to fix it and started over.

Yeah the AI is completely brain dead, I have encountered that situation in vanilla 2.2 and just watched the Xenophile AE do nothing besides building fleets in it's corner of the galaxy, it's pathetic. Maybe Glavius fixes it, but even he can't fix all of the monumental AI issues in 2.2.
