Utopia is getting closer and closer and we get more and more information about it and the Banks update. But! I don't remember anyone say anything about the FE in the next update. I doubt that they will stay the same way as their are due to the massive changes in ethics and government and an introduction of traditions and ascension perks.

So my question is whether you think that FEs are changing or not and if they are than in what way. Do they have specific civics? Traditions and/or ascension perks unlocked? More lore behind them?

I think they won't change much. I would argue that they are fallen and not ascended empires, which means, that they may be technological advanded but they were unable to use their full potential before their empire collapsed/faded.
Keeping in mind how many game mechanics are reworked and added in the next patch, fallen empires might get adjusted to use some new features, but I guess tehy will largely stay the same.

A Hive Mind Fallen Empire's would be something new.
A "dormant" species that awakens and wants to eat the galaxy.

We'll see how they use the new mechanics.
