If the capital city of a republic/democracy falls (Rome, Carthage, Athens, etc.), then all provinces where the majority culture isnt fully integrated should get BIG loyalty hits for extended periods of time. This could happen to a lesser extent with monarchies too.

The idea is simple, the government is based around the capital, more so in ancient times, if the capital falls then theres gonna be turmoil, if the king is well he could move the court to a new city to restablish control (hence the lower penalty). Meanwhile in places like Rome or Carthage, the capital would be the very birthplace of the nation, where most of the citizens would be, where all of government would take place. If that falls its gonna take a lot longer and be more difficult to move the whole senate and other electoral bodies to another place, one which wouldnt have the same cultural or political relevance, so for them the loyalty hit that provinces get should be bigger, as the goverment is in more of a panic, far more scattered due to its large democratic nature, and those who arent really a part of this democracy while still being subject to it now have the chance to break away.
For this reason, tributaries, client states, etc. Should suffer a loyalty hit as well.
