Is it included in Res Publica? I don't see a separate music DLC.

If so, how do I disable that one song?

Don't worry, it's heavily remixed to actually sound like it fits with the game. You can find the music DLC by looking under New Releases on Steam (make sure you check "Show Downloadable Content")

Go into the game files and find the music files, then delete a whole ton of them.

Do not do that. Just go to the text files and where it says "factor = 1.2" etc, change it to "factor = 0" for any tracks you don't want to hear anymore. You can also increase the factor for tracks you like better.
