Here's what worked for me in Windows:How do you "manually uncompress" a "corrupted" save game file?
Click on the save game file name and hit f2 to rename. Add .zip to the end of the filename, or replace .eu4 with .zip .
Right-click on the new filename, and choose "Extract All" from the options there. In the "destinations" dialog that comes up it will show something like:
...\Documents\Paradox Interactive\Europa Universalis IV\save games\Ottomans1444_11_11
Delete just the filename (eg Ottomans1444_11_11) at the end (OR: use the Browse button there to select the EU4/Save Games/ folder), then hit the Extract button. You'll get the proper save file now, plus a small file called "meta" which you can delete.
