I have tried to re-install game many times and i have lso updated all my drivers. Help plz!

Your video driver is over 3 years old. Update it from here:

The game is simply not finding the video card/driver in DirectX.
Uninstall the nVidia driver, and reboot.
Download the latest driver:
http://www.nvidia.com/Download/index.aspx?lang=en-us
install and reboot again.
That should do it.

Hello! I'm experiencing the same issue. Updated drivers on my Nvidia GT 1030 (I always keep them up-to-date). Nothing has helped 
It should have worked ... you did it exactly as I described?
Can I get new copies of those file please?
Just an FYI, gentlemen... After re-installing my (GPU) drivers a few times and then restarting my PC a couple times, I was finally able to run CK2 again, no issues. Give it a a few more tries, @Kurdisaani
You have still have this problem since you last posted in May? Or you got past it and now this has happened?
FYI uninstalling the nVidia video driver just means the computer comes up on the default Microsoft video driver, it does not stop it from booting. I think you have deeper problems on this computer!

I was working whole summer in another place so i could not try to fix the problem. I unistalled all nvidia things and now my computer wont go further from starting windows even I waited for 8 hours. I need to take my computer to repair. So much trouble from one game
I am very sorry that has happened! But I assure you the game did not cause this ...
Last we spoke this was likely a hardware issue. Your computer could not even start.

There's definitely something wrong with your GPU. As @AndrewT said, after uninstalling nVidia drivers, your GPU will still function at a basic level.
You getting that "Failed to create a graphics device" notification was likely an indication that there was something (going) wrong with your GPU. The game didn't cause your GPU to fry, you have all this backwards if that's what you're thinking.
All that said, I hope I'm wrong, as a new GPU can be expensive. I wish you the best of luck!
P.S. If you live in the US, I'd be happy to send you an AMD R7 250 GPU. I pulled it out of my friend's PC while upgrading it, he had me keep it. It's barely used. It'll run newer games at low to low-medium settings if paired with a good CPU. It's more than enough to run Paradox games on medium settings at 1080p. PM if interested.
