Failed to achieve victory?

I played the 1936 scenario with France. Spent the first 3 years to research mainly in infantry and land warfare to have a decent organisation.
When Germany decided to attack Poland the 30th of August 1939, I attacked the German Rhur area from Strasbourg. While the German were busy fighting the Poles, I managed to take most of West Germany, Berlin included. Spent the last few month of the war reducing the German pockets in Bavaria and around Wien. Annexed Germany the 6th of March 1940 and Slovakia the 16th of March 1940.
Funny enough, the Brits did some strategic bombing in September 1939 but never sent any army on the continent.

But what I don't understand is: as soon I've annexed Slovakia, a message popped in to say that I've failed to achieve victory. The score is:
Axis: 0
Allies: 387
Commintern: 160.

Does anyone had the same problem? It looks like for me quite a overwhelming victory: no more axis nation!

I had the same problem as Canada, but neglected to report it... something that obvious is probably already known, but I don't see it in the bug lists, so you might want to try the bug forum

Is there a pattern that only Alliance leaders (UK, Germany, USSR) can achieve victory? Are there more reports of Alliance members being in a victorious alliance but failing to achieve victory?
