Finally managed to push the Japanese off mainland last night but this surrender event just won't fire.
Looking at the event file, NatChi have to occupy Beipin which belongs to Shanxi faction in addition to Manchuria and Korea. So this means either refusing the "Unified Front" or sacrificing Shanxi to the Japanese before counter-attacking.
This was never a problem pre 1.3 patch because both guanxi and shanxi can be annexxed well before Marco Polo incident.
Accepting Unified Front locks in the alliance until Japan surrenders, but the paradox is that the surrender event won't fire if shanxi still holds beipin.
Last option is to sacrifice shanxi to the Japanese. I tried this in Doomsday by forming my line of resistance along the Yellow river awaiting shanxi's annexation. However that game turned into a trench warfare nightmare with the involved province changing hands at each counter-offensive. The stalemate lasted til '43 before I grew bored with this style of warfare.
So I was wondering how do the rest of you go about this strategic dilemma?
