Factories projected by the 0 capitalists of my country

I know, I have no problem with not having capitalists. This post is not about not having capitalists. Is about projects being financied, and ultimately factories being constructed, by the inexistent capitalists of a country. How do they do, if their number is 0?
I don't know if this is WAD or a bug or what.

is it 0 everywhere, or do you mean several projects listed have 0 investors? that is normal because all capis focus on one project at a time to make sure it goes out the door fastest possible. and they will focus on the one they think most likely to turn a profit.
