I am not sure whether there is a condition that they will try to improve al lthe railways in that territory first.

Not 100% true Capitalist pay no attention to whether you can supply the factory, they will not build a factory if the WM cannot supply it. Capitalists will build railways anywhere in your country, even in colonies.

I thought that all factories - even capitalist-built ones - were supplied through the same channel as the national stockpile.

Consider these 3 scenarios:

- if you have cotton set to Export and no cotton production, but there is cotton available on the WM, your fabric factories run dry: would capitalists would build another, because they can see past your silly trade setting?

- if you are trying to import cotton (having no domestic supply), and there is cotton sold on the WM, but you can't import it because your PRestige is too low: would capitalists build fabric factories in this case?

- if you produce no cotton and there is none whatsoever on the WM, presumably your capis wouldn't buil in this cae?

If there is no Cotton on the WM available then the Capitalist will not consider building, even if you set a buy order and it cannot be fufilled.

However if there is Cotton on the WM and you refuse to buy it, well that is not the Capitalists problem. He will still build a factory that uses cotton if he wants to.
