Factories immediate shutdown/prmotoe bureas not doing anything

If you build factories yourself, then they receive subsidies immediately. Factories built by capis do not.

I know in my case I did not build any factories (never had the ability to) yet I had new capitalist-built factories pop up with the subsidies turned on

This is being tweaked in 1.2.

First of all, capitalist are now better at selecting factories that actually make profit.

Second, factories that are closed are only deleted if there are a) more than 2 factories in the state and b) if there's more than one closed factory(both values can be tweaked in defines.lua)

I didn't build any factories myself, and still had those? (Or perhaps I forgot my early game subsidies on?)

Nah, any factories built when subsidies are possible (e.g any time you are not LF) have subs enabled by default.
