I've been enjoying Utopia so far, but factions seems to lack both soul and bite. Playing as a authoritarian empire I was expecting to face some issues with factions, but they ended up being irrelevant. Basically once you have ground units in place, they have very little impact on your game. Sure they might reduce some happiness, but they never really attempt getting their way through influence or coups if you have troops in place. They remain mostly passive.
I think they have a lot of potentiale though, and some of it could be as simple as scripting a bunch of events around them. That would make them seem more active and alive. Basically I have them to try to force their policy on me, if they have a strong popular support.
Secondly ground troops seems to good at keeping order. The amount of troops needed to keep a population under total control would be staggering. Even authoritarian regimes needs to build support to stay in power and avoid all sabotage. In Stellaris you simply fill up a planet with defensive troops and presto. Perhaps their suppression ability needs to be cut in half or something like that? Basically even a well-garrisoned planet should face some problems in dealing with a hostile population.
