I think it would be cool if the Siberian Native Council had a bit more flavour. Currently, they don't have access to estates, lack a government strength value and get a random ruler (without heirs). Many governments without estates have access to factions instead, so why not the Siberian Native Council. Maybe the Shaman, the Wise Woman and the Old Warrior? These would represent who has the most influence in the assembly of elders.
If anyone has knowledge of the region and/or ideas for better faction names, faction bonuses and modifiers to faction influence, feel free to comment.​

Siberia is a fairly diverse region with sparse data, but I can try to come up with an idea.

My idea is to reuse Parliament as "Council of Elders", based off the Ainu charangke, but can be easily generalized.
"Disputes between Kotans were decided on the merits in open discussions called "charangke" to prevent them from escalating into violence.[10] The debates took place in chashi, or fortified compounds. In addition to this, the custom of trial by ordeal remained strong, such as the "simon", which was a pact to settle a matter."

Obviously localization should be changed (ie. "tribe" or "village" instead of seats, "Council of Elders" instead of parliament. custom Debates would also be sweet but not 100% needed.

But now looking back at this, a "faction" system can work in a similar way to what you described if we look at the Yukaghirs;
"The head of every clan was an elder called a Ligey Shomorokh. His was the final word in all aspects of life. Hunting leaders were Khangitche, and war leaders were Tonbaia Shomorokh ("the mighty man"). Women and teenagers had equal voices with men. The internal life of the community was under the control of the older women. Their decisions in those matters were indisputable."

In this case, the "Ligey Shomorokh" would be represented as the leader of the tag, with a military-focused war leader, a diplomatic-focused wise woman/old woman, and an administrative focused hunting leader (i guess?. could be a Shaman as well as each yukaghir clan had their own shaman??) being a somewhat okay solution, even if the Yukaghir's Sakhadzibe more resembles the parliament system I proposed earlier

Lemme look a bit more into this and through a few more ethnic groups for more ideas.
