Would this be implementable and desirable?
I and others have noticed that empire titles seem to be almost invariably indestructible, lasting an unusually long time in compared to historical counterparts. Currently, in Islamic countries, a decadence revolt can lead to the primary title being destroyed, but should there be a similar decision for factions.
I'd place a few caveats first:
1. The emperor must be observably weak. The option should only be made available when he has low prestige or a tiny demesne (3 holdings max?).
2. Attracts more supporters than a claim faction (because after all you're not replacing one liege with another) and unlike independence factions, would be open to members other than just kings or vassals of a different culture.
3. Perhaps restrictions in regards to level of legalism technology.
This option then would be available for vassals who have no chance of inheriting and cannot press their claim due to lack of support. It would only work, as I said, if it could attract more support than the other options.
Naturally, this is not how empires declined historically, but neither is the Byzantine succession system. I think it might be a convenient abstraction though.
