As Faction Leader of, say, the Axis, I would like to set Romania on being an Air Power and focusing on Air research and production, and Italy on being a Naval Power and focusing on Naval research and production. Furthermore, I would like to pick which country goes to which theater, and the ability to approve assistance or withdrawal from a theater.
