Faction Creation?

Sorry if this has already been posted, if it has then apologies.

However I was wondering whether smaller countries or just countries would be able to have the ability to create a faction of their own.

Imagine me and two other friends were playing as the Scandi/Northern nations. Would we be able to create a Scandinavian federation as a faction.

There is a national focus that allow minor nations to found their own faction.
