Is it intended that facist puppets dont contibute to manpower like they do in regular puppets? i just released poland as a puppet during a war with the allies and an upcoming war with the ussr, and even tough the tooltip says reichprotectorate : subject manpower requierement +70, only my manpower is used when i try to recruit polish divisions.
