Is there a way to boost the speed or % chance on fabricating claims. I have had my chancellor in one county for ages now and nothing is happening. Any help would be great thanks.

Have you tried a different province? Are you allowed to fabricate a claim in that province? Is the Chancellor skilled?
Also I have found cycling the chancellor sometimes increases his chances of doing his job. But other times he will offer me 2 fabricated claims a year. I had 3 claims fabricated in 1 year once. But then he never fabricated a claim for over 10 years. There is alot of luck involved.

I have not tried a different province, I have fabricated a claim on this province before. The Chancellor is skilled at 20. I am going on 4 years for no claims right now so we will see how long it takes for him to make it happen. I just wanted to make sure I was not missing anything.Have you tried a different province? From what I've read the AI will bribe your chancellor to not fabricate. I've had popups before where someone was trying to fabricate a claim on one of my counties - sometimes I get an option to stop the fabrication. So, I suspect something like this is going on with you. Changing Chancellor might help.
It's pretty common to not fabricate a claim within four years even if your chancellor is skilled and it is quite easy to find yourself going 10-20 years with no fabricated claims. This is why fabricating claims is not the best way to expand, especially in the mid or late game. It's possible that your chancellor will get bribed as has been said and this slows things down considerably.
Don't be afraid to change your chancellor, as contrary to what you might think, having one single person there for a long time (instead of multiple people) doesn't improve your chances because it works on a "mean time to happen" basis. This means that for every month that passes there is a chance he will fabricate a claim, but having one person there for a month and then putting someone else with the same skill level there for the second month will result in the same percentage chance of getting a claim overall.
