Fabricating Claims

So, I finished 2 games with both Mathilda and the Duke of Bohemia. 20 years each. Both times, I had my chancellor sit on the same province for his tenure to fabricate a claim. NEVER did the chancellor create the claim. Does this happen to anyone else or am I just extremely unlucky?

Note* the chancellor has like a 14 skill!

I tried twice in my 20 years to fabricate claims.
First time I got the claim after about 3-4 years, not sure of the chancellors skill but it was probably around 15ish.
Second time I was fabricating for about 7 years when the game ended.

14 skill isn't very high, so I guess your chances weren't great. But you were still unlucky not to get 1 in 20 years. I've managed to get 2 or 3 within the 20 year limit.

Extremely unlucky. Starting as count, I managed to create Kingdom of Ireland by fabricating claim in 3 province under 20 years.

IIRC Matilda's claim factory has a 10% chance each year.
If this is the case, on average you should get slightly less than 2 claims.

So, you'd be unlucky to not get any, but it is very much possible.

Mine was 10%, and I got it in 4 years, I had a 19 skill person. I have a question, I'm probably missing something obvious, but how do you press claims on vassals?

I claimed the whole of Lombardy in the demo as Mathilda. Just luck, I guess.

Isnt fabricate claims a bit too easy? I mean you can expand really fast for some gold and -100 prestige. Shouldnt it be a bit more expensive?
Playing in 900 as count of Ulaid, i got almost half of Ireland by 940 using fabricate claims.

First time as Bohemia I got instand claim (within the first month) and a total of 3 claims within about 14 years (game crashed than) but secound timeas Bohemia I got no claim at all. So I guess its safe to say that it is WAD/pure luck.

Oh and even though skill 14 isnt especialy good (but medium) I think its enough to get the max 10.xx chance. However having more skill increases the state-skill that is part of the cultural research formular not that it matters within the 20 years of the demo

btw why is Mantova not in Mathilda's possessions? It should even be her capital!

There seem to be a cap on claim percentage at about 10. Maybe they should make it so skill can bring this up to about 25-50 per year and balance this out by making the cost scale with the percentage. A skilled chancellor might get a claim everyother year but expect it to cost you a fortune. This should also be coupled with a prestige hit for declining a claim to prevent players to just constantly generate claims incase he happens to have some spare money around.

Perhaps a better answer would be to make manufacturing claims chances cummulative? So you'd be guaranteed to get one after X years.

There is a chance to get a claim on ducal titles if you have a very good person (skill 14+).

Actually it's 15 and higher. Up to 13 makes the claim event happen faster, efter that the skill level does not influence this as we don't want the most powerful rulers - and they usually have the best advisors - to be able to fabricate claims too often. There are however other ways to get claims, through marriages and inviting claimants to your court.
