Info: I am using the HIP Mod.

For some reason (even though I have 22% chance) I wasn't able to fabricate any claims as republic (in the ERE) on anyone in almost 40 years. Is this intentional?

Can it be that republics can't fabricate claims with their councellors? Because I found out that as opposed to vanilla I found out that in HIP one can fabricate claims only on neighboring counties, which is what I am trying to do. But maybe there is some other hidden variable I don't know about....

Edit: It seems this is most likely a bug. In vanilla Fabricating a claim as MR works no problem. But in HIP....Problem.

Sounds like you got tricked. Targets of fabrications can bribe the councilor to stop his work, and you won't get notified. Send a new chancellor from time to time to fabricate the claim and you should be good.
